WinTAK in the TOC: From Situational Awareness to a True C2 Hub
by Bo Layer, CTO | February 14, 2025

The Tactical Operations Center (TOC) is the nerve center of any modern military operation, and WinTAK is often its digital backbone. But we can and must push it further. This is our analysis of how to evolve WinTAK from a passive display of information into an active, AI-assisted Command and Control (C2) hub. This involves creating plugins for predictive logistics, automated resource allocation, and AI-powered threat assessment that transform the TOC from a reactive to a predictive force.
The modern Tactical Operations Center (TOC) is drowning in data. We have live video feeds from drones, position data from every soldier and vehicle, intelligence reports, logistics updates—it's a torrent of information that no human can possibly process effectively. For too long, WinTAK has simply been a passive display for this data, a digital map with a thousand icons. It's time to evolve. We need to transform WinTAK from a simple situational awareness tool into a true, AI-assisted Command and Control (C2) hub. It's about turning data into decisions.
The key to this transformation is a suite of AI-powered plugins that can analyze the data and provide actionable insights to the commander. Imagine a logistics plugin that doesn't just show you how much fuel a unit has left, but uses predictive analytics to tell you when they will run out, and automatically recommends a resupply mission. Imagine a threat assessment plugin that can analyze enemy movements, identify their likely course of action, and highlight the critical points where they are most vulnerable.
This is not about replacing the commander's judgment; it's about augmenting it. The AI can handle the low-level analysis, freeing up the commander to focus on the high-level strategy. The AI can identify the patterns in the noise, highlight the critical information, and provide a set of recommended courses of action. The commander can then use their experience and intuition to make the final call.
This will require a new generation of WinTAK plugins, built on a foundation of powerful AI models. It will require a robust and resilient network that can handle the massive amount of data. And it will require a new way of thinking about C2, one that embraces the power of human-machine teaming.
At ROE Defense, we are building this future. We are developing the AI-powered plugins that will supercharge WinTAK, transforming it from a simple map into the intelligent, predictive C2 hub of the 21st century. The TOC of the future will be a place where humans and AI work together, seamlessly, to achieve a level of operational effectiveness that was previously unimaginable.
